Summary:
The Manager of Evaluation and Program Development is responsible for providing strategic leadership and oversight for evaluation, monitoring, and development of ACT's programs and services. The incumbent will work with community partners, management and staff to identify and prioritize areas for program development and evaluation, as well as develop and/or improve evaluation and monitoring tools. The Manager of Evaluation and Program Development will support the Director of Research with all administrative responsibilities and will provide leadership and supervision to research department staff.

Specific duties and responsibilities will also include, but are not limited to the following and may be subject to change:


Program Evaluation, Monitoring, and Development
    1. Lead evaluation and monitoring activities of ACT’s Programs and Services.
    2. Work with the management team to identify programs and services for evaluation.
    3. Develop and maintain an ongoing system of engaged client feedback.
    4. Develop and/or improve tools and systems for program evaluation, monitoring, and development.
    5. Develop and implement capacity-building activities related to program evaluation, monitoring, and development.
    6. Develop and implement Knowledge Transfer and Exchange (KTE) activities related to program evaluation, monitoring, and development.
    7. Identify and develop funding opportunities for program evaluation, monitoring, and development, including grant writing.
    8. Represent the agency on government and/or community advisory boards/committees.

Other Research Activities
    1. Work with Director of Research to develop research and KTE activities that address the agency’s priorities, needs, and strategic directions.
    2. Work with Director of Research to identify and develop funding opportunities for research projects and KTE activities, including grant writing.
    3. Review journal articles and other sources of information pertinent to our program areas.
    4. Work with Director of Research to prepare and present briefs to management team on key research findings and implications for programming.
    5. Work with Director or Research to develop and maintain necessary infrastructure for the Research Department.
    6. Collaborate with appropriate community partners and external agencies to identify common research needs and develop appropriate responses.

Organizational Strengthening and Development
    1. Participate in the ongoing development, evaluation and implementation of operational and strategic plans.
    2. Participate in agency wide organizational change /development initiatives that will strengthen the agency.
    3. Participate in Management Team meetings and provide required reports to facilitate strategic and critical thinking and decision-making.
    4. Participate in development and implementation of agency quality assurance and risk management processes, as they pertain to departmental responsibilities.
    5. Support Director of Research in the development of agency workplans and annual budgets for the Research Department, ensuring the integration of the strategic priorities in workplans.
    6. Adhere to all personnel policies and procedures, collective agreement and human rights legislation.
    7. Attend board and management meetings to provide information, participate in decision-making and to advocate for issues identified in his/her areas of responsibility.
    8. Assist in identifying and responding to advocacy issues.
    9. Participate on internal committees, communicates information, resolve problems and work to achieve the goals of the organization.

Staff Management
    1. Manage staffing processes including hiring employees; assigning responsibilities; establishing standards of performance; providing orientation, training and ongoing guidance; monitoring work performance to ensure adherence to authorized procedures; identifying staff training needs; implementing training, evaluating job performance, initiating discipline, as required and responding to grievances at the first stage.
    2. Facilitate communication and encourage work amongst research staff and between research and other program staff
    3. Communicate information, resolve problems and responds to the concerns of staff and volunteer in his/her area of responsibility
    4. Ensure departmental adherence to ACT’s Personnel Policies, Collective Agreement, Health & Safety and Human Rights Legislation.

Other
    1. Oversee administrative tasks of department staff, i.e. timesheets, purchase orders.
    2. Coordinate administrative and program reports for the Board, funders and other bodies.
    3. Develop and manage project and department budgets.
    4. Provide leadership and direction for internal staff committees.
    5. Provide staff support to committees of the Board as needed.
    6. Ensure volunteer complaints processes are followed and issues are resolved.
    7. Provide back up to the Director of Research and other members of the Management Team as required.
    8. Other Duties as assigned by the Executive Director and Director of Research.
