Summary:
This role is responsible for managing the human resources and programming in the Community Health Programming area. Reporting to the Director of Programs and Services, this position is an assistant to the Director and ensures that programs are operating effectively and efficiently in keeping with operational planning goals and motivates and manages staff to meet programming objectives. ACT’s Community Health Programs provide a range of services focused on the HIV/AIDS awareness, education and health promotion needs of gay men, women and youth. This is not a bargaining unit position. Specific duties and responsibilities will also include, but are not limited to the following and may be subject to change:


Program Management
    1. Manage the activities of staff in the Community Health Programming area.
    2. Maintain program policies, procedures, standards and guidelines to ensure programs and services are effective and sound.
    3. Create an environment among staff team(s) that promotes trust, open communication, creative and analytical thinking and a cohesive team effort.
    4. Ensure staff and teams work effectively and efficiently towards meeting annual operational planning goals and overall strategic planning goals.
    5. Work with the Management Team to identify evaluation cycle for programs and services.
    6. Initiate new program development using a community development model and engaging staff in the process.
    7. Provide program reports to the Director and Executive Director as required.
    8. Work with teams to develop annual team and/or individual work plans.

Staff Management
    1. Manage all related staffing and development processes including conducting hiring processes, assigning work responsibilities, providing orientation, training and ongoing coaching and support, identifying staff training needs, implementing training (when relevant), and evaluating job performance.
    2. Communicate information, resolve problems and respond to the concerns of staff and volunteers in area of responsibility.
    3. Provide supervision and support to staff on a regular basis in accordance with ACT’s policies and procedures.
    4. Adhere to ACT’s Personnel Policies, Collective Agreement and Human Rights and other Legislation.

Organizational Strengthening and Development
    1. Participate in Management discussion aimed at strengthening ACT’s programs and services, expand participation and funding opportunities.
    2. Participate in the development and implementation of agency quality assurance and risk management processes, as they relate to community health programs.
    3. Participate in the development of agency organizational change processes or strategic planning as required.
    4. Develop and manage relationships with various institutions, agency and community partners to further enhance and develop the Community Health Programming area.
    5. Represent ACT at various external events as required.
    6. Assist in identifying and responding to emerging issues.

Finance and Administration
    1. Ensure departmental budgets are prepared (annually) and keep within the parameters set by Executive Director.
    2. Ensure program monitoring is completed, including tracking data, statistical analysis of data submission to funding partners as required.
    3. Coordinate and/or write program reports for the Board, funders and other bodies as required.
    4. Provide back-up to the Director of Programs and Services and other members of the Management Team as required.

Other
    1. Provide leadership and direction for internal staff committees.
    2. Ensure volunteer and service user complaints processes are followed and issues resolved.
    3. Other duties as assigned by the Director of Programs and Services and/or the Executive Director.
